This is what the Scriptures say (Genesis 1:26–28, MEV),

26 Then God said, “Let us make man in our image, after our likeness, and let them have dominion over the fish of the sea, and over the birds of the air, and over the livestock, and over all the earth, and over every creeping thing that creeps on the earth.”

27 So God created man in His own image; in the image of God He created him;
male and female He created them.

28 God blessed them and said to them, “Be fruitful and multiply, and replenish the earth and subdue it. Rule over the fish of the sea and over the birds of the air and over every living thing that moves on the earth.”

Psalms 24:1 says, “The earth belongs to the LORD, and its fullness,
the world, and those who dwell in it.” But God gave man the dominion (authority) to rule over (subdue) it.

Hebrew word is H7287

רָדָה râdâh (raw-daw’)

A primitive root; to tread down, that is, subjugate; specifically to crumble off: — (come to, make to) have dominion, prevail against, reign, (bear, make to) rule, (-r, over), take.

Because of man’s fall (by disobeying God) sin came into him and submitted himself to the evil dominion of Satan whose intent is to oppose God and destroy what God has created. This is the fallen mankind you are describing Bevin. Not the perfect man God intended whom we see in His Son Jesus Christ. That is the mankind God wants to transform and conforms us into, the image of His Son (Romans 8:29).
